Board of County Commissioners

The Board of County Commissioners serves as the Chief Legislative and Executive Branch of the County Government. Composed of five members, the Board is elected to staggered four year terms. Each Commissioner represents a district of the County.

The duties of the Board of County Commissioners include:

  • Approving the County budget and expenditures
  • Appointing the various department heads of the County
  • Exercising powers of local legislation

Sheriff's Office
The Leavenworth County Sheriff's Office would like to thank everyone who donated to this year's toy drive.

Here are some pictures of just a portion of the toys delivered to the Leavenworth County Salvation Army. We want to thank the Salvation Army staff and volunteers for sorting and distributing the toys. Your hard work is appreciated.

We also want to take a second to thank Kenny Fisher, a young man from Tonganoxie who, along with his mother, Misty Fisher, heard about the Sheriff's toy drive and got behind it in a big way, collecting all of the toys seen in the bottom right photo.

Once again, Citizens Savings Bank was a huge community supporter of the toy drive. Sheriff Dedeke and all the staff at the Sheriff's Office thank everyone who supported the drive and wishes everyone a Merry Christmas.

In this week's employee spotlight, we would like to recognize Kylie Dickson, Motor Vehicle Deputy with the County Treasurer's Office.

Kylie demonstrates her commitment to work and dedication to her team daily. She is an excellent asset to her office and Leavenworth County.

Thank you, Kylie, for your hard work and dedication! Let's take a second to get to know a little more about Kylie.

How long have you worked at Leavenworth County?
I have worked in the Leavenworth Treasurer's Office for seven years.

What do you love about working at the Treasurer's Office?
I love the fast-paced atmosphere as well as the interaction with the public. I get to meet new people, which makes every day interesting! I also love the job itself. All of the record-keeping, organization, problem-solving, helping customers in need.

Tell us a little about your department.
The Treasurer's Office motor vehicle side has eight employees who work the front window to serve the public. Allison Hays, my assistant Deputy and I help answer questions that the clerks/customers may have. Jordan Aaron, our Tax Specialist, also helps. There is a lot of problem-solving to do, and it takes a lot of brainpower! Jewel Andring, Allison Hays, and I look over every transaction to ensure that they are being done correctly.

Our Tonganoxie Annex has three employees that work a window plus an Assistant Deputy, Ginger Lawson. Our other Motor Vehicle Deputy, Jill Monroe, is on maternity leave. A lot of our employees are somewhat new to the office, but they are doing a fantastic job. Just on the motor vehicle side alone, there is so much to learn. Every case is a little different, and one situation may not be the same. That is why we appreciate the public's understanding and patience when it comes to our work. Also, our finance office, Jennifer Schermbeck, Lisa Crook, and Tammy Tavano, along with Janice Van Parys, makes sure that the office is always running smoothly.
My job would be so much harder if I didn't have all of these great co-workers.

When people think about the Treasurer's Office, the first thing they probably think of is tagging a vehicle. If you could give the general public some advice or a a tip to making the process easier, what would that be?
The best advice I can give is to be prepared. If there are any questions about what to bring into the office, you can always go to our website or give us a call, and we would be happy to let you know what is needed.

What do you like to do in your free time?
My free time consists of chasing after my two boys Dayne, 5, and Miles, 2. We are also building a new home, so a lot of our free time is spent there.

In this spotlight we introduce you to Violet Gomes, DNP.
 
We are excited to highlight the work of Violet, Clinic Manager of Leavenworth County Health Department. Violet has worked for the County for 6 years! Violet's vast knowledge of public health work perfectly aligned her to play a vital role in Leavenworth County's COVID-19 response. Violet has worked tirelessly and endlessly in the last year, prioritizing her work and the community's health above almost all else. She is truly a public servant.

Violet, tell us a little about yourself.
I grew up in Iowa, started attending Wichita State University when I was a freshman in high school, with the UBMS program, I completed my nursing degree at Wichita State and went on to get my DNP at Fort Hays State University. It has always been my passion to take care of people. One of the most rewarding and challenging things in my career is educating patients so that they can have a better understanding of medical conditions and how they can help themselves by making an informed decision in how they want their care to continue.
 
Violet, you have been on the front lines of COVID-19 response for over a year. Is there something you would like the public to know?
It has been a rough year. As we continue to investigate, contact trace, and work with the community, remember that we are still working to serve you in the best way we can. We continue to follow the research and give you the most up-to-date information that we can. If you have a question, call us, we work hard for our community. We have an amazing team at the health department, and we love what we do. So bear with us and we will get you answers as fast as we can.
 
So much focus has been on COVID-19. What is another part of your job that you look forward to doing?
I love working with pregnant moms and little kids for well-child visits. But, to be honest, I love the many different things that we do at the health department. I am looking forward to being able to immerse myself in my new role at the health department as a nurse practitioner and help assist our patients in new ways.
 
What do you like to do in your free time?
In my free time, I like to sew. It is one of my favorite past times to quilt.
 
If you had one wish, what would it be?
I would love for the pandemic to be over so that we can get back to life as we know it.

Today we are recognizing Fran Keppler from the County Clerk's Office. Fran has over 14 years of service to Leavenworth County, most recently transferring from the Public Works department's Supervisor of the Noxious Weeds to the County Clerk's Office to become their Accounts Payable Specialist III.

If you stop at the front desk in the Clerk's Office, it is often her smile that greets you. Thank you, Fran, for your smiles and service to Leavenworth County citizens! Let's take a few moments to get to know a little more about Fran and her department.

Fran, tell us a little bit about yourself?
I have been married to my husband Rick for 35 years and have two amazing sons and three awesome grandchildren. Together my husband and I own and operate a family farm in Leavenworth County that keeps me very busy.

Describe your role in the Clerk's Office?
My day-to-day activities involve several different jobs, including checks and balances for the Treasurer's Office, helping process purchase orders, and of course, election responsibilities.

What aspect of your job do you enjoy the most?
Although elections are, at times, very stressful, it is also my favorite job. I like how busy it is and in spite of that knowing that all Leavenworth County elections are run with top-notch efficiency.

What are some of your favorite memories you have of working at Leavenworth County?
Christmas parties at the county shop will always be my favorite memories.

What do you like to do in your free time?
My grandkids are my favorite little people, and I love spending time with them. Cooking is one of my passions, and I also love all sports, especially baseball.

To round out our December Employee Spotlights, we are excited to feature our County Appraiser, Bob Weber. Mr. Weber has worked for Leavenworth County for 23 years. We thank him for his dedication and years of service to Leavenworth County.

 

Bob, tell us a little about yourself and your background.

I was born and raised in South Dakota and moved to Kansas in 1988 after graduating from the University of South Dakota. I have lived in Ulysses, Kansas, Girard, Kansas, and have lived in Leavenworth County for the last 25 years. I have 33 years of experience in property appraisal and property tax administration at both the state and local levels. My experience includes working for landmark appraisal for four years, then as an appraiser with the Property Valuation Division of the Kansas Department of Revenue. I have also served 12 years in the South Dakota / Kansas National Guard. For the last 23 years, I have been with Leavenworth County as Deputy Appraiser and County Appraiser. The County Appraiser is appointed by the commissioners by resolution. County Appraisers are appointed to four-year terms.

 

What exactly is the role of the county appraiser?

The county appraiser plays a key role in assuring that taxpayers are provided a fair property tax base for spreading the cost of providing local services. In particular, a county appraiser should: list, value, and properly classify all real property and taxable personal property as of January 1st each year; assure that property, which qualifies for exemption, is indeed exempt, and property that is taxable is indeed taxed.

 

What is the busiest time of the year for your office?

The busiest time of year is November through May. In this time period, we finalize values for the January 1st valuation date. We then send change of value notices on or before March 1st for real estate and May 1st for personal property. Then we hold informal valuation hearings and certify the values to the Leavenworth County Clerk on or before June 1st.

County Attorney's Office

A message from County Attorney, Todd Thompson:

Recently we had cases where people were followed. We recommend to anyone who believes they are being followed to:

  1. Try to verify it is happening.
  2. Try not to panic
  3. Head to a public area like a police station
  4. Call 911.

This can be very scary situation, so do everything you can to assure you are safe.

Health Department and Emergency Medical Services

Flu Shot Clinic

Flu Shot Clinic The Health Department has flu shots available. Flu shots are offered Monday, Wednesday, and Friday between 8 AM - 4 PM. Please call the Health Department to schedule your appointment at 913.250.2000. There is a mask requirement to enter the Health Department, as it is a medical facility.

Most insurances are accepted. Contact the Health Department for more information.


COVID-19 Vaccination Clinic Information

The Health Department offers a weekly Adult Vaccination Clinic (12 years and older) and a weekly Children Vaccination Clinic (Ages 5 - 11) Please check this link for the next available clinic date.

Location: Leavenworth County Health Department, 500 Eisenhower, Leavenworth, KS⁠

  • These are walk-in clinics. No appointments are necessary. No residency requirement.


Adult Vaccination Clinic Information (12 years and older):

  • We offer the Moderna, Johnson & Johnson, and Pfizer vaccines.
  • The Pfizer Vaccine is available for 12-years and older. Parents or legal guardians will need to sign for minors receiving the vaccine.

Wonder if you are eligible for a COVID-19 booster shot?

Who?

  • Age 18
When?

  • Pfizer or Moderna at least 6 months after 2nd vaccine
  • J & J at least 2 months after 1st vaccine

Which booster shot do I get?

  • Eligible individuals may choose which vaccine they receive as a booster dose. Some people may prefer the vaccine type they originally received while others may prefer to get a different booster. CDC's recommendation now allow for this type of mix and match dosing for booster shots.

Children Vaccination Clinic Information (Ages 5-11):

  • The Pfizer (Pediatric Dose) Vaccine will only be administered at this clinic.
  • Parents or legal guardians will need to sign and be present for minors receiving the vaccine.

Please note, this clinic is for ages 5-11. Individuals are encouraged to seek out other vaccine providers such as pharmacies and physicians for additional days and hours to receive the vaccine.

Council on Aging

With the generous donations received from the Leavenworth County community, Council on Aging staff and 38 volunteers helped to stuff over 400 stockings for this year’s Senior's Christmas Project!

 Also, because of the community's generous support of this year's Senior Christmas Project, approximately 450 residents will be receiving gifts this year.

County Treasurer's Office

Registration renewal for customers whose last name start with U, X, Y, & Z are due by December 31st.  For in-person renewals please note that the Treasurer's Office will be closed on December 30th & 31st. 
Tag Renewals


  1. Taxpayers may renew up to 60 days in advance of their renewals deadline.
  2. Real Estate & Personal Property Tax statements were mailed out November 10th, this will be the only statement mailed. The first half of taxes will be due on December 20th. More information can be found on our Taxes page of our website.
  3. Drivers License renewals are open at the Annex by appointment only, Tuesday through Friday. Please call the Annex at 913-364-5730 to set up an appointment.

Planning and Zoning

PZ MapHere is the case map for December's Planning Cases.  The Planning Commission heard these cases at their December 8, 2021 meeting.

The purpose of the Planning Commission is to make recommendations to the Board of County Commissioners on land use applications, regulations, and policies presented by the Planning and Zoning Department.

These cases will be heard by the Board of County Commissioners for a final determination.  The Commission Agenda is posted on the Leavenworth County website and is available for public viewing.

High School Internship Opening for 2022

The Register of Deeds for Leavenworth is offering the opportunity for an internship in the office of Register of Deeds to a student attending high school in Leavenworth County. This will include hands on training with the day to day processes of office duties including the use of computer & microfilm equipment as well as learning the interactions of all Courthouse county departments. Rodney Darling of the "Darlings" Band

It was a fun evening Saturday, November 27, 2021, for the parade with a warm welcome from the folks of Linwood! We celebrated an old-fashioned Mayberry Christmas tree lighting after the parade, then enjoyed hot chocolate and great music entertainment by the "Darlings" from the Andy Griffith Show.

Transfer Station

Copper Coleman The Transfer Station has a new employee.

We'd like to introduce you to Copper Coleman. He is our new Solid Waste Operator on the Tipping Floor. Copper's been with us a few weeks and has already mastered most aspects of his job. He's new to the area, after living in Germany for the last few years. We are thankful he found us!

If you see Copper when you're here, tell him hey!


Christmas Recycling Leavenworth County Residents can bring their real Christmas trees and discarded Christmas lights, to the Transfer Station, to be recycled for no fee.

When: Between December 1, 2021 and January 29, 2022.
How: Please wait in line and come across the scale and let the scale attendant know what you have.


The Transfer Station will have a rate increase starting January 1, 2022. Municipal Solid Waste and Construction/Demolition will increase from $50 a ton to $52 a ton.

Employee Retirements
Marilyn and Frank Marilyn Douglass and Frank Sheble retired from the Council on Aging with a combined 36 years of service to the County. Marilyn worked as an Office Clerk supporting both the Transportation and Nutrition teams, and Frank worked as a Senior Express Transportation Driver.

Council on Aging Director Connie Harmon shared, “We couldn’t have asked for two better team members. Both Marilyn and Frank care deeply about the seniors we serve and our mission at the COA.”

Thank you, Marilyn and Frank. We appreciate your years of work for the citizens of Leavenworth County!


part0 Robert "Bobby" Shade retired from Public Works with over 29 years of service to Leavenworth County. Bobby worked as a Heavy Equipment Operator in our Road and Bridge Department.

Roads Supervisor Gary Heim says, "Bobby is one of those employees that will be impossible to replace. Everyone who knows Bobby understands what a valuable asset he has been - from his positive attitude, strong work ethic, and his commitment to his department."

Thank you, Bobby. We will miss you! Enjoy retirement!!

O Brien Sarah Leavenworth County Sheriff's Office celebrated two retirements in the recent past. Lieutenant Sarah Carrizales and Lieutenant Mark Metcalf retire from Leavenworth County with a combined 50 years of service to Leavenworth County.

Lieutenant Sarah "O'Brien" Carrizales served in the following divisions: Jail, Security, Personnel, and Registrations. ;Sarah was the first female jail commander and first security division commander. Lieutenant Carrizales retires from the Sheriff's Office with 23 years of service.
Mark Metcalf
Lieutenant Mark Metcalf served in the following divisions: Communications, Jail, Patrol, Investigations, and Personnel. Mark was decorated for efforts in drug investigations, patrol commander, investigations commander, jail commander, and personnel commander. Lt. Metcalf retires from the Sheriff's Office with 27 years of service.

Thank you both for all your hard work and your dedication to the citizens of Leavenworth County. You will be missed.


Community Corrections

Earlier this month, Community Corrections donated 12 cases of water bottles to the Interfaith Community of Hope Shelter for a holiday volunteer project.
